It's not made clear in that article what kind of contracts postal workers are under. If they have a union, and signed contracts, it's not clear that anybody would want to buy them because they would probably be required to adhere to those contracts. If postal delivery was privatized, you may well be better off starting from scratch than purchasing the broken infrastructure that the post office has.
